It actually isn't a lie, it is just unverified.  I posted footage from a
city commission meeting where residents claim that they have witnessed
ducks being killed at the park.  IIRC, when the debate moderator said the
city manager was unable to confirm (which doesn't mean it isn't happening),
Trump mentioned the people who claim to have witnessed it.

Trump is right there, residents of Springfield, Ohio -- where neither of us
live -- have claimed to have witnessed the behavior in question.
