Yup.  And most of those steps started way back in the 1960's.  Now that's long
term thinking.

But they won't.  The upper levels, who are immune, protect their operatives. 
Like the women who were in video, feeding the same ballots over and over again
into the tabulator, from a bin that had been hidden under a desk (i.e. no chain
of custody).  They committed crimes.  It was on video.  But nothing happened. 
Because if they were charged, they'd start singing and naming names.
