The recording labels do. So the "artists" don't have any say in the matter and only a copyright holder can sue for infringement. Second, ASCAP was set up for people (mostly radio stations) to not have to clear permission for every song played. Most of these events have an agreement with ASCAP and, so, do not need permission. They just have to pay the very low fee per song to play them. ....
