Railroads are (usually) in charge of maintaining their tracks, so that
wouldn't be the government's responsibility (usually).  That said, the
interesting thing about this derailment is that it was mentioned on the
news that it happened, but I only heard that it turned out to be sabatoge
because someone posted the local news article on a newsgroup.
