No. Russia assured us that it was just excercises but Biden himself said he was going to so something, although no one but the Russians knew what.

Ukraine is not in a war against Russia. They are defending themselves from the attacks against them since the invasion.

Most of those billions of dollars have gone to American companies to supply Ukraine with the equipment  they need to defend themselves.

Many countries have come to Ukraine's aid.

What hamas did was not humanitarian at all. No one knows how the attack on Israel was funded. The release of funds to Iran was on humanitarian grounds.
