Yup.  Propaganda to keep men down.  Don't go to college - meaning that the
"higher" instutions can focus on women-propaganda.

Keeping men and women apart stresses the society.  Men act differently when
they have a family to protect.  Women act differently when they have family
responsibilities.

So that's certainly part of the Elitist plan (among other society stressors).
