I suspect that they, like administrations before theirs, were hoping they could ignore it and it would just go away. Of course, that always works about as well as a CIA covert operation, which means it didn't work and will probably wind up costing more money in the long run. That said, Americans over the years have become more adverse to human casualties vs. money.
