 People vote, not provinces. Trust me, you don't want an electoral
 college in this day and age. The electoral college was created because
 our founding fathers had concerns about citizens having the ability to
 be educated on the issues and candidates.

 We certainly have the ability for each citizen to be educated. Whether
 they choose to do so is not as certain.
