Yes, they are.  Congress gives them handouts.

So, The Elitists create a dependent class.
The Elitists steal from those of us who are productive.
They take their slice of that pie.
Then they create programs that the keep the dependent class dependent.
- Like hike the minimum wage to kill off starter jobs
The dependent class keeps voting in the Elitsts back in because they promise
more free stuff, while their opponents talk about eliminating the hand outs.
