Based on the book, that's not a correct assumption.  It was just more "soft"
and quiet in the past.  Today it's overt (mostly because it's not working
anymore).

The image from the movie Animal House at the end where the ROTC guys is
standing in the panicing crowd yelling "Remain calm!  All is well!" and no one
is paying any attention to him.

An attourney makes more money when he wins.  So it's in his best interest to
actual "bargain on your behalf".

Where as the best interest of the unions are the unions - not the rank and file
that are claim to represent.
