Yes sober - Most can not afford alcohol due to things being so bad.

He is right on two points... 
1. It is not sustainable. and it is not that they are running out of room, 
2. it is worse they in NYC are out of room.

Laws on the books say that the homeless in NYC are to be provided shelter and a place to sleep, but this policy was never designed for mass illegals from around the globe and all points south of the border who are coming to NYC.
