If you have been paying attention at all, you would know that this is
indeed the definition that Trump's legal team is arguing for... that a
President can only be held accountable if the Senate doesn't go along with
it.  Which means that, with a MAGA Senate, Trump could indeed get away with
whatever Canada's PM currently gets away with and likely not be held
accountable.
