Yup.  Groups have been gaming the system for a long time now.

IHMO: If we wrote our laws in simpler language, along with an intent of what
the law is for, it would be harder to game the system.

That's part of the Deep State.  The 3 letter agencies are currently
unconstitutional since they are Executive Branch entities, but have been given
Legislative authority - which is a direct violation of the Separation of Power.
