Correction: He's a dangerous puppet.  He doesn't have the mental capacity do do
anything, so whatever he does, it will be at the behest of his puppet master
who carefully keep out of sight.

But other than that, yes, that's about right on.  We've seen the Elitists do it
many times before: Mess things up as much as possible (of course, while calling
it "helping people" and their pals in the Propaganda Ministry...er..  Media
amplify it) to make it take longer for the next administration to fix things. 
Of course, all the while the Propaganda Ministry is claiming that the Elitists
did so much better and that the non-Elitists are "messing things up."
