I'm never sure about these things, but how could Biden get his hands on the money without congress' approval?

ABC News (yesterday) was saying something like "Congressional GOP is holding the Ukraine money hostage until a southern US border deal is reached.."

(ABC News really wants Ukraine to have that money!)
