Executive Orders are supposed to only direct a gov't agency to do something. The problem is that the Legislative Branch unconstitutionally ceded power to the gov't agencies (i.e. the Bureaucracy - the illegal 4th branch of gov't). So the Bureaucracy is able to act with the rule of law behind them. This allows the Executive Branch to effectively make law - which is unconstitutional. I've heard that there is a SCOTUS case coming up that will (hopefully) reign in the Bureaucracy. ....
