During that time period, the EU determined that each country should take their fair share of the migrants. The way they were entering the EU would normally be considered illegal... by land, like they do here, and by boat... but it didn't sound like the EU were treating them as illegal. Some countries, like Poland, Hungary, Slovenia, and maybe even Spain, were skeptical about receiving them. As mentioned before, they were concerned as they were not as well off as their EU neighbors. The EU blew off their concerns as "nationalism." OTOH, Sweden and other countries gladly took their share. We actually discussed this some here at the time. Someone tried to claim that the videos of immigrants trying to illegally enter Spain over an African land border had to be fake because Spain has no land border in Africa.
