In their case, I don't think they are flooding over open land borders like
they do here, if that is what you mean.

A few years back, before COVID, Europe dealt with a mass influx of
immigrants from Syria, other areas of the Middle East, and Africa.  Some
countries were very skeptical about taking too many in because they did not
have the resources of their other European neighbors.  Other countries
gladly welcomed them.  Sweden was apparently in the second group.
