Days before the polls open, after they close, the next morning, etc. Those types already have built in plenty of opportunity for themselves so early voting doesn't really help them much. I have heard some claims that they were processing mail-in ballots, but that excuse doesn't cover the "multiple times" bit. What would help there is better controls over who is allowed into the tabulation areas at what times, i.e. you cannot have a closed door "emergency" without representation from all sides present, and some sort of date/time stamping that proves ballot processing before/after times when they should be processed. Also there should be some check and balance method to determine if the same ballot was processed (and counted!) multiple times. If these things are absent, then there is *really* no harm from early voting because that is proof that someone has set the system up so they can do whatever they want whenever they want, and whatever time legit folks are voting doesn't really matter to them or their scheme. I am not sure how to fix that, either.
