They *used to* do something like that here in KY, and may still. If you voted outside your home area, you were only allowed to vote in certain elections (i.e. not the localized ones). If you were from out of state, you could only vote for President, for example, and I think they held those aside for additional verifications. I am fuzzy on that part. If they don't verify them at all, it sounds like a potential fraud hazard.
