And they **love** to do that.

Here in Michigan, long ago, they put something on the ballot that basically
said that all Lotto profits would fund the schools.  What everyone **thought**
they were voting for was extra money for the schools.  What they got was every
Lotto dollar that came in meant that the gov't spent that much less on the
schools.  So the schools netted out $0 while the gov't got extra money to
waste.
