The Maine shooter was known to the government for weeks prior, apparently uttering threats prior to the event.  Maine has some kind of red flag laws... they call yellow flag laws...

Either 1 of 2 things happened... The government is soooooooooooo stupid and inept at any level to protect it's citizens...  Or... They used a man who was mentally messed up, triggered him enough where he went out and killed a bunch of people... New Speaker of the house is voted in, mass shooting to follow.

I'm for the second explanation...  Government is soooooooooooo corrupt.
