They have rules about passing Bills but because they have been breaking them for sooooooooooo long they don't do anything about it.  I like what Warren Buffet said... Yes a Democrat... He said they'd balance the budget in a heart beat if you added a law that said... if the budget isn't balanced you can't run for re-election, paraphrased...  We'd have single issue budgets passed on time and the spending would be in line with the estimates.
