I agree here.  In lower levels of government, it is usually due to/blamed
on lack of resources, so the idea is there is not a problem until something
bad happens and it has to be dealt with.

I agree on both counts, but it seems odd (to me) that they are not really
addressing real problems, for potential bad actor interference, that do
exist.
