He's spinning things.  Just like you don't make a loan to someone who will die
soon, calling the money to Ukraine a "loan" is moronic. They can't pay it back
if 1) they no longer exist or 2) if they do exist, it will take decades for
them to get an economy that will allow them to pay anything back. 


.... Money is like a promise, easier made then kept.
