I.e. the exact opposite of the Viet Nam evacuation.  The diplomats
refused to allow it, but other officers did it any way, including under
fire in the last helicopter.

If they were urging evacuation then he should have listened to them.

The call was recorded out of caution because the Georgia officials knew
who they were talking to. To "find votes" is a pseudonym for create
votes, not asking for a recount.
