Because Kamala has even worse polling numbers.

Kamala is Joe's insurance that he won't be pushed out of office early.  No one,
not even the hard core Elitists, want Kamala as President.

Besides, the entire Biden Regime is staffed with diversity picks - instead of
actual competent people.  So Kamala fits right in there.
