I would argue that he **was** a criminal mastermind.  But that mind is gone. 
Right now he's nothing more than a puppet.

I still have my doubts about that.  But there have been glimmers of
intelligence around her.  Like when she was appointed "Border Czar" - and
avoided anything that had to do with the border.

But they are the "heads" of the Elitists.  They are said to be sooooo smart.
