I do pretty much the same.  They have to publish the ballot somehow ahead of
time.  We have a local paper that will print it for everyone.  Then I do my
homework as well.  The local paper will also print blurbs by each candidate.  I
never trust them, but what they say and how they say it tells a great deal
about them.
