Try reading the espionage act.  One does not need to be a spy to be in
violation of it.  There are multiple cases of people who have done only
part of what Trump has done (having classified documents in their
possession without authorization) who were not spies, but were
nevertheless convicted and sentenced to years in a federal pen.
