It is a claim made by an unknown source.  Rudy is known and is therefore
not unknown.  Rudy does not work for the FBI so he did not provide the
FD-1023 (an official FBI document) or conduct any interview that resulted in
said FD-1023.

The FBI has only claimed that no one can look at it because it will
endanger the life of the unknown informant, who presumably needs protection
from someone implicated in the matter.

The only persons I know who are implicated are named Biden.
