There are multiple terms floating around.  Conspiracy is a legal term,
and can be a crime if it is conspiracy to commit a crime.  Coordination
is less well defined.  Collusion is a term that has no legal meaning in
the justice system.  Mueller said that there was insufficient evidence
to prove conspiracy (back in the 2016 campaign days).  There was
evidence of some degree of sharing of information between campaign
individuals and Russian operatives -- but not enough to establish a
crime.

I don't recall that they did, or that they did not make that claim --
not which term they might have used -- conspiracy, collusion, or
cooperation.
