While your statement is basically correct, there are exceptions.
Such as this one glaring example -

In Louisiana, a Senate GOP-controlled panel killed a bill banning
trans youth health care. The GOP Senator (Fred Mills) who killed it
is proud of what he did, casting the decisive vote - saying he has
no regrets - "I think these guys are just trying to practice medicine
as legislators."

He went on to say "We're going to legislate (a few dozen) people who
need this medication? This is ridiculous. The statistics show this is
not a problem."
