That's what govt's do. The collect revenue and they spend it on the nations interests.

At the end of the month the bills arrive and they need to be paid.

Congress is free to decide how they spend and on what. They do that all the time, as they should. When the bills arrive they need to be paid if you care about the credit rating, 401k's and such.
