It is not a MTG stunt.  The sanction, as well as removal, have been
introduced by a Congresswoman from Florida named Luna.

They did leave plenty of equipment.  That was all over the news, including
CNN and MSNBC, at the time of the botched pull-out.  I cannot say it was $80
billion USD worth, but military equipment is expensive and they left behind
a whole bunch so I would not be surprised.
