Sometimes I hear the news people refer to "the jobless rate."  I am not
certain but I think the people who are trying to find jobs but whose
unemployment runs out are also not counted in the unemployment rate because, as
you point out, they are more difficult to count if they are no longer on the
roles.

I think they the government did, as did the folks who spotted it early on
due to the clear weather.  IIRC, Canada knew about it before it got here
and told our authorities, and we may have known about it while it was over
Alaska.

I don't necessarily think Biden was informed about it until those public
sightings started showing up.
