Well, I think it was because they saw crowds of people in Louisville on TV, often doing dumb things, that were only wearing masks if they were trying to hide their identity... but most were not... and that put them off of it. Most of the people I knew who got real sick, if I was around them enough to notice, did not take the masking too seriously or let their guard down after a while. Someone would question or make fun of something he said and, instead of sticking to his guns, he'd say something to bait them... like the "maybe you should wear two masks" statements. To my knowledge, our state health spokesperson, who was almost always on TV during the governor's updates, always stuck to his message. Are they state controlled in Michigan? In Kentucky, you have to have a license but they are not state owned or run, but I know they are in other states (IIRC, Ohio).
