I cannot disagree that some politicians and government bodies seemed to
apply these mandates in a very uneven and confusing manner that is
difficult to defend without them calling those who don't understand it (or
see through it) names.

From what I have read, and from what I have learned from some relatives in
Michigan, there was all sorts of restrictions that only seemed to target
certain businesses or that made no sense at all.  At times, they were
encouraged not to go outside on their own property to do things like garden
because gardening was going to somehow cause you to come into contact with
COVID.

If you lived in an area where the person(s) in charge got drunk on power
and took things too far, I can understand the skepticism about any and all
direction received from the government during that time.
