It is possible that the people we still see in masks are wearing them for
some reason other than COVID and we were not as sensitive to it pre-COVID.

At this point, if you are going to "wear" them that way, why even bother?
Yet, you are right, I see a lot of folks wearing their "chin diapers" while
leaving their noses exposed.  If they are wearing them that way, you are
right, they don't work.  :)

They were not restricted for a while, between the time China found out
there was a problem, and when the admitted there was an issue.  I think
they did restrict flights *after* that period, but it was already far too
late.

Thought I would throw that in there just in case someone challenged your
statement.
