Correct. China tried to claim it was not a spy balloon, that it was maybe even from a third-party Chinese source (like a company), and that it "got away" from whoever was handling it. The Pentagon has confirmed their belief that it is a spy balloon. Language but, yes, I do not disagree. Not sure if it is a reflection of Biden himself (who I think used to be sort of warhawkish?), a reflection of the beliefs of his handlers and the part of our public he is trying to play to, or a reflection of any possible affiliations that Biden might have with certain other countries. As for not plummeting, I think that would depend on what they shot it with. Some have suggested that using smaller munitions, that would only punch holes and cause leaks, would result in a slow, controlled desent. However, due to the altitude of the balloon, there is some skepticism that munitions that small could be fired from close enough to hit the target. If they shoot it with a missle, the balloon will likely lose integrity and would fall much faster than a slowly deflating balloon.
