I would argue that choosing a different pronoun than what's expected is
more likely to become a life-or-death issue when it comes to bullying.  If
a biological "he" goes by he rather than she/ze/they, they are drawing less
attention to themselves.

Having been bullied about various things as a youngster, I cannot fathom
wanting to draw more attention to oneself with things that others (i.e.
bullies) will find odd.
