No it didn't. The "infrastructure" you're referring to is just a media talking
point. If it weren't for the media, then few people would know about it. There
is a lot of real infrastructure that we need, but Democrats waste and squander,
while voters are idiots who watch too much tv.

We here at Fidonet have a shortage of people who are able to explain what the
Biden administration is doing for them.
