We are supposed to have a Republic and part of that is to prevent the "tyranny of the majority". So a purely popular vote should not decide things. I've been wanting to move to something like each area (county, more than that?) gets 1 vote. The popular vote within that area decides which way the vote will happen. But it would mean that places like Detroit get 1 vote and not 5,000,000 votes. ....
