Kentucky has 120.  Back when Bill Clinton won the state the first time, he
did it by carrying 3 of those counties.  A few others were also blue, but
it was 3 counties that outweighed the rest of the state.

Some states split their electoral votes, but most do not, and that does not
help in a governor's race.  I did not look at the last race for KY governor
but I suspect those 3 counties played a big role in the election of our
current governor.
