They may donate directly to a candidate, they may donate to a PAC, or they may donate to the party. Given current donation limits, big donors would max out their donations to individual candidates pretty quickly, so if they wanted to donate more they'd have to choose PACs or the party, to which they can donate virtually unlimited amounts.
