The Posse Comitatus Act does not permit the use of the US military (except the National Guard) to be used as domestic law enforcement except in very specific situations, of which civil unrest is not one. Trump's support among troops is entirely irrelevant to the legality of his orders. Did military generals oppose Trump's changes at the VA? Esper was correct; riots are better handled by local police or the National Guard, for the reason stated above. Street protests even more so.
