Difference being that you can use a gas powered vehicle to escape either
when the electric is out, and the gas powered vehicle explodes in the
fires, when any living people have likely fled, not after the fires are
gone.

You also don't have to replace a "cost as much as a gas powered car"
battery after a flood with a gas powered car.  I know people who bought
Katrina cars cheap, fixed them at little expense, and got several more
years out of them.  If they'd been EVs, there would be no such thing as
"little expense."

And most of them are being charged by fossil-fueled power plants.
