They weight the answers. In the most simple cases, they ask those polled to
self-identify as Democrat, Republican, or independent. Then they weight each
group's answers to what is known about the actual
Democrat/Republican/independent makeup of the US. If Republicans are
under-represented, then the answers from Republicans are given added weight
to correct for the bias.
