They knew he had them.  He did not deny having them.  He was not turning
them over as required.  What other evidence did they need?

If they have committed illegal acts that get them labeled as potentially
dangerous, then why are they still out and about?  If they haven't done
anything illegal, keeping in mind that threats of violence are illegal, why
are they considered dangerous?
