It used to be, but is not anymore. Well, sort of. Coach Kennedy and his lawyers lied to the Supreme Court about just how "private" Kennedey's prayers were. And the conservative majority of justices went along with that lie. Justice Sotamayor provided proof of this lie, but the USSC being what the USSC is, the decision stood.
